The neogothic building from 1901 built on the H.Hartung's project for the Country Office (situated there to 1975). It was built on the place of the Middle Ages moats and Municipal Walls demolished in the end of the XIXth century.

The Municipal Council building in Torun is very formal. On its east side listed the twin cities of Torun.
