The building consists of two wings connected by the L-shape. The part located by the Lubelska Street till today serves as headquarters of the city authorities. The wing located along the Strażacka Street was planned to host the City Theatre, but later it was leased and transformed into a cinema. The entire building was designed in neo-renaissance style, as evidenced by the belvederes, crowning the main part of the building till today.
